In my opinion, No, Amazon does not keep VAT instead, they collect it from qualified sales and provide it to HMRC. It is possible to submit a vendor to HMRC for investigation if you believe they are not doing that.......

It is nigh on impossible to steal VAT, it gets reported at every stage of transactions in a company. regardless of where they do business...

Yes, those are the new criteria for VAT on imports after Brexit. Now, most goods from outside the UK, even from the US, have VAT added.

Whenever I have been in the USA I have always stocked up on Wrangler and/or Levi jeans at Walmart as the price is less than half what you would pay in UK. 

Not been able to get over there for a few years and my stock of jeans was getting low so headed off to Amazon to check prices.  Normally difficult to find Wranglers at less than £70 but, surprisingly, the exact type I was looking for was listed at £33. I will have some of that I thought and put in an order for four pairs. The transaction went through at zero carriage cost as expected but I suddenly realised that they were shipping from Amazon USA even though I was on the UK site. Oh whoopee - here comes a huge VAT/duty/handling charge bill!

Less than 5 days later parcel arrives - air freight from New Jersey - zero extra charges. RESULT! But how they manage this is beyond me, UK VAT must have been included in the price and freight charges would surely wipe out any profit margin.

As an aside I checked the label and they were manufactured in Mexico so I trust the Trump tariffs were correctly applied when they crossed the US border. Rofl
